I like the idea, but not practical now. There is another method. Get money from both sides just like the Ethiopians do. They get money from Qatar now and get money from UAE. Of course they have government more established than Somalia, but its culture and if Farmaajo, Khyre, Speaker etc play it underground organized can even act and make these Arabs compete.

Its 19th century all over again and the Somali is in crosshairs of every moneyed braveheart. Actually gulf are safer than Somali since the world is still ocean/sea dependent for trade and many other activities including fishing and sea/ocean mining.
