UAE, Saudi and Egypt should only be allowed in if they give direct budget support to the FG, open public budget support. If they want to support over and above the budget support then areas like health, higher education (less influence ideologically), roads construction, industrial scale farming even if it is for their own food supply etc. This also should apply for Qatar. As I said long ago, these town, Mogadishu is awash with money, and a fraction of that goes to the essential services like the army. there are also thousands of bureaucrats who are being paid for doing nothing. In Hargeisa, during Siilaanyo times, there were people drawing salary from three different miniseries. The Somali government does not do any service outside Mogadishu. the so called $250 million budget must easily cover the salaries of the security agencies.
