Why now?

 

Consider how much oil companies played in the 90s. The oil is still in the ground, but British, French and american cmpanies still playing with TFGs and SFGs. The Gulf wanted that oil to stay in the ground and succeeded.

Good for the Sanaag people. Sanaag fell behind the rest of Somaliland on development and this new discovery could be a boon for that area.

I don't think so that will environment.  For now the locals want to keep it local mining only not multinational companies.

What if Mr. Biixi decides he wants to get a piece of the action through multinationals? At the end of the day Sanaag is still part of Somaliland.

That is not how it works. Each district/region is owned by clans. The eastern ones are very armed as well so no one can go there without their permission.
