They could have talked of issues that will affect the region greatly. Don't forget Djibouti and Somaliland are in fierce competition for Ethiopian business and Djibouti is afraid Somaliland may have leapfrogged by making Ethiopia a share holder, not just a customer. Djibouti did not wake up one day and decided to build 3 ports in the Afar area of Djibouti simply to provide better service to Ethiopia.
