Addis Ababa is exceedingly irritated by Hargeisa’s economic and its political decisions.

Ethiopia is very worried by current developments in Somaliland. Addis Ababa has already secured its access to a coastal outlet: it arranged for the State-owned Ethiopian Shipping and Logistics Services Enterprise to be included in the contract to operate the port of Berbera (ION 1434). But the same does not go for Hargeisa and Berbera airports. According to our sources, the Somaliland and Kuwaiti governments are currently in talks for these airports to be run by a Kuwaiti company. If this contract were to be awarded to a private Kuwaiti company, it would add further strain on relations with President Ahmed Mohamed Mahamoud, aka Silanyo, as Ethiopian Airlines is the airline that makes the most use of these airports.

 

However, it was the political differences that caused the Ethiopian Prime Minister Hailemariam Desalegn to summon Silanyo and his ministers for planning, Ali Ismail Jirde, foreign affairs, Saad Ali Shire, the presidency, Mohamoud Hashi Abdi, information, Abdullahi Mohamed Dahir, and his son-in-law, Bashe Awil Omar, to Addis Ababa. Desalegn had the meeting with the Somaliland president because the latter had had a meeting with peace envoys with the President of the self-proclaimed Khatumo State, the former Prime Minister of Somalia, Ali Khalif Galaydh. Moreover, the two parties should meet again in Addis Ababa to discuss a peace agreement on 17 November. But the Ethiopian prime minister did not appreciate that Silanyo had not opposed Ali Khalif Galaydh’s request for the presidential election to be postponed, so that he could also run. In addition, Desalegn warned Silanyo against taking in Oromo rebels into Somaliland. He asked him to immediately inform Ethiopian security services in the event of any new Oromo incursions into his territory.
