Government institutions have collapsed, courts and judicatory have lost trust long time ago. In the afternoon, people are arrested for one reason or another in the afternoon, and after they kept you in police station at night , you must pay to be released in the morning. Even your own Suldaan will jail you if you refuse paying his dues. In some ministries, people have changed hands five or six time. They are just dismissed without explanation. As minister Baashe said some are "ilma Barre" or untouchables who would refuse to take orders from their superiors. They say in the Soomaali region, the latter leader is always worse than the former.
