Without livestock those rural people will die, save the livestock from starvation by giving them enough grass then you have = enough meat and milk for the nomads. Somalis are very useless people though, you have some people who are next to oceans crying about starvation, all sea life is just next to them, nothing few fish nets won't sort out.
