Saalax Posted June 27, 2015 Somaliland: President Silaanyo’s Mandate Expires, All Party Accord Not Yet Implemented 5:27 pm 27th Jun, 2015 Hargeisa(Qarannews):- The mandate of the President Ahmed Mohamed Mohamud “Silaanyo” has expired on June 26th, 2015, and since no presidential elections had been held without a victory for the incumbent or a transition to a new administration, a state of emergency (such as war, draught, etc) nor the agreement to extend the administration’s mandate enacted, Somaliland, is effectively without a legitimate government. As a result of this curious situation the President has today invited senior members of the Somaliland House of Elders (Guurti), including its chair, Saleban Mohamud Aden “Gaal” and the chair of the current Guurti session in order to finally put in place the agreement reached between all parties to extend the administrations mandate until December 2016, when presidential and parliamentary elections will be held. Our sources indicate the President is eager to have the agreement in place in order to give his administration a legal foundation, whilst some of his close confidants would prefer to let the matter simmer and create a showdown with the opposition parties and Somaliland’s international partners. All in all, there is a consensus that the main obstacle to the agreement, Saleban “Gaal”, will be persuaded to drop his insistence on an unrealistic date of April 2017 for the sake of the nation.
