Somaliland: All Party Accord Thrown Into Chaos By Presidential Press Secretary Comments

Hargeisa(Qarannews):- The press secretary to President Ahmed Mohamed Mohamud “Silaanyo”, has thrown the all party agreements on the delayed presidential and parliamentary elections in to chaos after stating that the administration supports the original Somaliland House of Elders(Guurti) proposed date of Arpil 2017.

Ahmed Mohamed Saleeban “Dhuxul” stated that the administration, which agreed to an all party accord as recently as a few weeks ago, will not interfere and supports the decisions of the Guurti regarding the extension of the administration’s mandate.

This appears to be contrary to the agreement between all the Somaliland political parties trashed at the last minute which had earmarked December 2016 as the new date for the much delayed presidential and parliamentary elections.

It is not clear whether Press Secretary Dhuxul was freelancing or has the specific backing of the President, but it is worth noting that the minister for the Presidency, Hersi Haji Ali Hassan, had also stated that the decision taken by the Guurti and rejected by all the parties and the stakeholders was still valid and in force.

The chair of Waddani and the Speaker of the House of Representatives, Abdirahman Mohamed Abdillahi “Cirro” has called for the administration to clarify the comments made by both Hersi Haji Ali and Dhuxul.

The all party agreement which had resolved a constitutional crisis in Somaliland appears to be in danger of being annulled. If this becomes the case, then the administration’s mandate which expires in ten days time on the 26th of June and extended under the all party agreement until December 2016, will once more re-ignite the constitutional crisis.
