Last month , about 300 goats and sheep's from the rural area of Baki have died after consuming some of these toxic waters. Some of us have heard or seen local people complaining about the danger of these toxic elements in their water. As usual , The minister of the Minerals Mr. Ducaale who is among the closets blood relative of Ahmed Siilaanyo, the President, signed these contracts without the knowledge of the Awdal government and people. Well, the governor of Awdal is another cousin of Siilaanyo, , which makes this a family affair to rob the region and the people. The so called tribal parliament which doesn't have any party loyalty, ethics or concern for the activity of the current government, doesn't know any thing about these contracts. There are no government oversight about the health consequences of these miming activities. Exposure to Beryllium can cause lung cancer, Pneumonia and other respiratory illnesses. Last month, the Chinese company announced that they will take out 500,000 Tons of rocks and dirt from the Baki mountains of Awdal. That means huge mountains will be exported or mined for the benefit of the Hargeisa based mafias. 1 Ton is equivalent of 1000 Kg. 500,000 x 1000kg = 500,000,000 kg. If the mafia is able to sell one dollar for every kg, they could easily make a half billion dollars. It is one of the major reasons these minister is creating a militia to protect his of shore contracts. To the surprise of the Mafia , almost all of the mineral rich area of Somalilnd is in Awdal and the eastern zone. Sheekh Samaale and the money. The finance minister who calls himself a Sheekh released the estimate of the 2015, budget. When the parliament was functioning like an opposition or an institution, ministers were grilled and questioned for the allocation and priorities of the fiscal year budget. That was when Somaliland acted as a government. Since it transformed it self a tribal entity, checks and balances have disappeared. There is no Parliament to debate, reject or even force the minister to change the numbers. In 2012/2013, the minister claimed his budget estimate to be $ 150 million. After the end of the fiscal year it ended up to be $106 million dollars. Among those numbers , 21% were foreign aid. Almost every year he adds the foreign aid money to the budget while hiding the deficit. This year he projected $252 million dollar budget. They added the budget almost $ 38 million foreign aid budget which wasn't a budgetary aid , but a direct aid for essential services like water, sanitation and education. They printed $ 80 million worth of Somalind shilling and added to the budget. They are financing their deficit by printing money to cover their short fall of revenues. In fact they could claim 300 million dollar budget while printing money fro thin air. What they don't understand is over printing of these useless money will create inflation. If meticulous bookkeeping and audit are done, their whole revenue will not be more than $ 80 million. The office of the minister of Finance is allocated himself a whooping $306,000 dollars. He is also guaranteed expenses for travel, fuel, car, house and other allowances. They allocated almost eighty million dollars ($78million), for employee salaries. for the last two years, they hired more employees than the combined number Somaliland governments hired for the last twenty years. The ministry of finance alone hired 1468 people , most of them from the sub clan of the minister. No one knows how they are hired or what kind of service they provide. The Somalia of the eighties where everyone claims to be tribal, when I finished high school , we were about six thousand students, who competed for 1000 positions of the university slots. While people were always added after the fact, those of us who succeeded were selected by merit. Although everyone came to Mogadishu for education and jobs, the country was huge for different opportunity. Here everyone is under the mercy of the Hargeisa Oligarchs. The youth who graduated from these mushrooming universities are dying in the high seas to find opportunities while they spend millions for non existent services. The palace is allocated more than 9 million dollars , while 11 million were allocated for development. During Rayale administration, the palace was allocated 1.2 million dollars. Waa qaataaye qaado. Fill up the jails. These Awdalites complaining about the jailing of city counsel members, youths and others, must understand the value of self determination and freedom. Didn't they hear last week about minister Hersi Gaab describing how he was chased by a tank in late eighties. He was a young teenager who never saw any compact or war, yet in order to boost his standing , he claimed to have been a member of SNM. So, these Awdalites must accept the jails, if they want to be part of the heroes of the Awdal revolution. If history is the lesson, Siilaanyo will create and nurture the Awdal " Jabhad" without the effort of those who desired. In the eighties, SNM was small movement, but their ranks were increased by the action of the governors, military leaders and internal security apparatus, by persecuting the masses. Mr Galbeedi, I am no supporter of Silaanyo, Kulmiye, or any other political entity or personality in Somaliland but I feel obliged to correct few serious errors in your comment. 1. 500,000 tons of dirt and rocks does not equal 500,000 tons of metals or gemstones. Only a tiny fraction of what is excavated will be useful material. 2. A kilo of rock and dirt cannot be sold for one US dollar so your figure of half a billion US dollars is absurd. 3. 500,000 tons of rock and sand is more like a termite hill than a mountain. Given that a small 64 Cu ft. sandstone boulder on average weights about 4.5 tons, the Chinese will excavate the equivalent of 100,000 boulders or a few descend truck loads of rock and dirt. To put things into perspective, the Pyramid of Giza is estimated to weight about 5.9 million tons which is 12 times what the Chinese company is proposing to dig out. 4. The extracted minerals will not be sold at the market price to the Chinese investors. At best what the government would get as a share will be between 5% and 10% of the market price of the minerals. The remaining 90% plus of the market price of the minerals covers the industrial processing, transportation, marketing, storage, packaging, taxes, company profits, middlemen, etc. My only worry about this mining business is its environmental impact on the area and the negative effects it might have on the health and livelihood of the locals. How can you double charge someone who doesn't receive any port services from the mafia masquerading like a government. You do not unload the goods or provide save transport, yet you want to double tax them. Believe me, the issue isn't only about representation, but illegitimacy, incompetence and tribal based governance.. In this country of Canada or the province and city that I live, there are no Somali city counsel members, police officers, business leaders or members of legislator, yet, if you ask me how I feel about Canada?, I will tell you that , I like this country. There is a rule of law, democracy, opportunity and security. Regardless of discrimination and other short comings, I feel there is fairness and opportunity to succeed for those who work hard.
