Che -Guevara Posted December 5, 2014 Quick question, is true the Governor of Awdal is not from Awdal? I think Somaliland's obsession has become an obstacle to the development of the region whether be economic and social developments. The Goverment would have to revise its policies and invest the people. You have very young nation with no jobs or any real opportunities. The Government is the sole entity where many go to work. This creates resentment towards the clan in 'power' though truth to be told the clan does not benefit from the Government , just the elites but the entire clan is blamed anyway. Saalax Posted December 5, 2014 Yes it is true. The governor of Awdal Cabdow Ayir is from East Burco(Siilaanyo's) community. The main issue is not just lack of job creation but lack of justice and revival of tribalism by Siilaanyo's administration.If the communities feel they are being discriminated against tribally under the cover of government they will start to revolt, which is what we're seeing now. This surely has got to be the most ungrateful community within the Somalis. Very small in number and they feel entitled to much more than their fair share. The injustice (some of it perceived) and tribalism might be there but luck of economic advancement is the root cause, at the very least, it enhances these problems. If you listen to him, a part of what he is saying has to do with access of power and resources, two things only the Government can give. p.s. it makes no sense to appoint some from another region. One of the biggest issues is Lughaya belonging to the Awdal community, apparently Siilaanyo gave a monopoly of Lughaya coastal business to a businessman hailing from Gabiley by the name Ina Aw Siciid. That is one of their recent grievances. Administration Positions in the regional adminstration is one thing but giving business monopoly to a non native is a step too far. There's no business in Lughaya to speak of and ina Aw saeed was given the sea cable contract from Jubouti.Has nothing to do with awdlites...apple & orange. @ Che...governors are not local.The governor of Berbera is from Awdal and the governor of Hargeisa from Lascanod. galbeedi Posted December 5, 2014 Greed is the biggest cause of injustice. It is about economic marginalization and over taxation. Lughaya was small port were people used to import gasoline and small merchandise when the sea is stable. The Siilaanyo government shut all gasoline imports by doubling the tariff and made it impossible to make any profit. Peoples life's were made miserable. They complained and complained. The local people kept saying " Dwalada waxaan ka codsanynaaa, Madaxweynha waxaan u sheegaynaa", Then after the gasoline was abandoned. For Siilaanyo and company the Berbera monopoly is the only place to import goods. Then, they started brining cigarettes from Yemen. What they don't understand is since when a Somali tribe will do justice for another, or how can you expect a guy from Burco to dig water wells in Zaylac. The oligarchs in Hargeisa put armed guards in the waters of Lughaya and stopped any cigarette shipments. A Djiboutian man by the name of Ina Awsaid who is a financier of the Kulmiye party demanded that all imports to Lughaya must be stopped. He is the main importer of the all cigarettes consumed in the region. He was among the businessmen who forced Muuse Biixi to allow Siilaanyo for another term , after they promised him financial compensation. Then in order to destroy the trade between Awdal and Djibouti, they introduced head tax. Every person coming from Djibouti must pay $30 doolars , now they raised it to $60. Small " Bagaashley", ladies and small business people were travelling from Boorama were discouraged to travel. Just like Lughaya, the small Zaylac trades were also either confiscated by both Djibouti and Lowyacado custom. 90% of the people who work in the customs were from Sheikh called Samaale who is minister of finance. What broke the camels back was, he hired 1500 people with less than 18 months on the job. among these 1500, there were only six people from Awedal. University graduates from Awdal are dying in the high seas. In the summer of 2104, there were 32, young men from Borama city alone who drowned in the high seas. When I studied the behaviour of the Shiekh Samaale,( Halkeed ku aragteen nin Sheekhnimo, Tuugo iyo Qabayaalad Isku Darsaday), who happen to be the minister of finance, I decided that this so called project of Somaliland must be ended. He used $2.8 million dollars of the budged of 2013/2014 to hire his clansmen .Even the warloreds of Somalia have never done any thing similar. Fifeteen hundred clamsmen paid $ 300 dollars a month , plus the custom money they pocket . He deployed almost couple of hindered of these in Awdal region including Borama, Zaylac, Lughaya, AAshacado, Lowyacado and others. These people literally pick pocket people . They stop and Tax trucks in Lawyacado, and after 30 km, they stop them in Aashcado, to check if any body avoided paying the taxes. They throw all the goods to the floor and people have to pick up and load agin. Agiain people complained and complained with no avail. Even the deputy of Wadani Party who is from Awdal couldn't believe the harsh treatment of the people of the coast. He spoke loudly in the media, nothing changed. If you calculate , they spend less than half million dollars for the whole region including salaries. The rest of the money including the foreign aid which is more than 30 million a year is pocketed by these oligarchs. Every Hospital, school or road is built by local people. Every where governments spend up to 40% of the budget to health care and education. We run our own education and health care. What we need is political freedom. I believe the time has come for Awdal to have our own " Maamul". Few weeks ago I said we will deal with this Siilaanyo sooner rather than latter. Well the chickens have come home to roast". I will be joining these efforts to establish a functioning Awdal Administration. By the way this is one of the major Suldaans. Bribing people does no longer work. I think we need to be careful in framing this as one community vs the other, it seems to be a few men at top are only benefiting. Is there other region that is blockaded and denied trade. Where in the world can a minister hire 1500 clansmen for public service jobs of his ministry. He says " gudoomiyaha hayada shaqaalaha ayaa dadkaan qoray. If you are against Awdal people managing their affaires, please state your case, rather than moralizing us.
