HARGEISA (Somalilandsun) – The issue of Kenya establishing direct diplomatic relations with Somaliland is now a foregone conclusion.

This development follows the arrival in Hargeisa of a team from Kenya's ministry of Foreign affairs in company of the Somaliland representative in Nairobi Ambassador Mahmud Jama Sifir for the specific purpose of official opening a consulate in Hargeisa.

The first official salvo towards the Kenyan desire to open direct diplomatic relations with Somaliland was fired by principal secretary at the ministry of foreign affairs Karanja Kibicho during a briefing to the Nairobi parliament while the local announcement was made by Somaliland presidential spokesperson Ahmed Suleiman Duhul.

According to reports the four man Kenyan team assisted by Somaliland counterparts which was busy scouring the city for suitable premises to host the mission since arrival are now said to be satisfied with what they got thence all systems go for the Kenya Consulate that becomes the second one after that of Ethiopia.

HARGEISA (Somalilandsun) – The government of Kenya is satisfied with existing conditions as pertains to the establishment of its planned Consulate in Hargeisa.

This is as a result of assessment conducted by a four member team from the Kenyan ministry of foreign affairs in Hargeisa assisted by the Somaliland representative in Nairobi Ambassador Sifir who was part of the delegation from the Kenyan capital that was ample hosted by the Somaliland deputy foreign affairs minister Mowlid Mahmud.

Below are the verbatim excerpts of a press statement released by Ahmed Yusuf Elmi (SUDI) Spokesperson and Chief Protocol officer at the ministry of foreign affairs in Hargeisa

 

Press release

The Kenyan technical team, accompanied by Dr. Mohamoud Jama Somaliland's representative in Kenya arrived in Somaliland on Wednesday April 23rd and left the 26th of April. The team consisted of four persons. The purpose of the team was to examine the conditions necessary to establish a Kenyan representation office.

The delegation met with officials of The Ministry of Foreign Affairs and International Cooperation of the Republic of Somaliland. The deputy Foreign Minister HE. Mowlid Mohamud welcomed the delegation. The Ministry supported the team during their stay in Somaliland. The team collected all the information they needed to plan the establishment of their office in Somaliland.

This visit was a follow up to an agreement between the Kenyan and Somaliland governments in which the two governments have agreed to establish mutual representation offices. As a result of that the Somaliland mission in Kenya will officially become a part and parcel of the diplomatic corps in Kenya.

Kenya is an important IGAD member as well as an economic power house of east Africa.

The delegation met with Kenyans citizens' working in Somaliland. The establishment of relations will expand economic and technical co-operation between Kenya and Somaliland.

Kenya is set to open a diplomatic liaison office in Hargeisa, the capital of the breakaway Somaliland State.

The move comes as the peaceful former state in the troubled Federal Republic of Somalia celebrates the 23rd anniversary since it established itself as an autonomy.

Foreign Affairs Principal Secretary Dr Kibicho Karanja, while confirming that Nairobi has authorised the opening of a liaison office for Somaliland State in Kenya, said on Saturday that Kenya would also open a liaison office in Hargeisa.

"It is true that we are opening a liaison office in Hargeisa and we have allowed Somaliland to open theirs in Nairobi. This however does not amount to a diplomatic consulate," Dr Kibicho said.

He said that the opening of the liaison offices is meant to bring services closer to the people.

Somalia is said to have protested the move to allow Somaliland to open a liaison office in Nairobi, worried that it could trigger a future diplomatic ties with Kenya given the stability in the former federal region of Somali with a population of about three million people.

But Dr Kibicho allayed fears that the move could trigger diplomatic tension between Kenya and Somalia.

RECOGNISE ONE GOVERNMENT

"The Federal Government of Somalia is well briefed on the initiative as Kenya only recognises the existence of one government in Somalia," Dr Kibicho said.

"There is no dispute about our decision to open the liaison office in Hargeisa we have discussed this matter with federal government authorities,” said the PS.

Somaliland, which has claimed autonomy from the main Somalia government, is on a mission to initiate relationships with regional states as it prepares to campaign for recognition at the African Union and the United Nations.

President Ahmed Mohammed Silaanyo was elected into office in 2010 and is Sunday expected to lead the State in celebrating the 23rd anniversary since its reestablishment.

Dr Mohammed Jama, a Somaliland diplomat appointed by President Silaanyo to represent Hargeisa in Nairobi said that Kenya's request to set up an office to coordinate its activities in Somaliland has been accepted.

"The whole world now knows that Somaliland is a stable state and we are keen to move forward and to relate with regional countries like Kenya. We are glad we have been allowed to open an office in Nairobi which I head,"Dr Jamaa said.

He said many Kenyans are now working in Somaliland, with about three Kenyan universities now operating in Hargeisa city.

"We are keen on mutual ties with Kenya because this will be mutually beneficial to citizens of both the Somaliland and Republic and Kenya," he said.

President Silaanyo is expected to initiate a major diplomatic campaign to have Somaliland recognised.

Several of his ministers have been traversing various parts of the Arab countries to tighten ties with the Middle East powers as the country fights for diplomatic recognition.

First of all you are missing the point there is no such thing as Jubbaland there is a jubba state admin in kismayo and in Kismayo they have consulate. In Somaliland its different i am sure the Kenyans want to remain politically correct. This was agreed on end 2012

 

Somaliland: Kenyan Embassy To Be Opened In Hargeisa Kenya is planning to open embassies in at least six Africa countries in an effort to deepen economic diplomacy on continent. Foreign Affairs Permanent Secretary Thuita Mwangi on Wednesday told the Nation that the government was planning new diplomatic missions in Ghana, Algeria, Morocco and Angola. An embassy in Senegal will serve as a key entry point for Kenyan commerce into Francophone West Africa while a mission will also be established specifically for the eastern region of the Democratic Republic of Congo (DRC). At the same time, the Kenyan embassy to Somalia, currently based in Nairobi, will be moved to Mogadishu while a separate mission will be sent to Hergeisa in Somaliland. “Africa is becoming more and more competitive. We realise the importance of intra-African trade. These missions are one way for us to pursue our economic interests on the continent,” said Mr Mwangi. He was speaking during a breakfast meeting to address private sector concerns over regional trade barriers. According to the World Bank, Africa loses billions of dollars annually due to intra-regional trade barriers. Intra-African trade, which accounts for about 12 per cent of the continent’s total trade, could become more essential as an economic crisis ravages traditional markets in Europe. In the West African powerhouse Nigeria, Kenya has already established one of the largest embassies on the continent. The ministry is hoping that the country will prove a ready market for dairy products, tea and cut flowers from Kenya. Mr Mwangi also revealed that a treaty with Ethiopia that would allow Kenyan traders free movement in the country was nearing conclusion. Kenya has been actively seeking markets in non-traditional trading partners as the credit crunch continues to constrain Western Europe’s purchasing power. The country is also trying to extend its influence in Africa in the face of stiff competition from South Africa and Nigeria. Last month, Kenya took a delegation of representatives from the energy and agricultural sectors to Russia to explore investment partnerships. Earlier this month, the ministry of Foreign Affairs was selling the country to investors in Kazakhstan. To tighten its grip on the East African region, the country is establishing a regional integration technical fund that is expected to provide training and education to students from the region, thereby advancing Kenya’s soft power. As a bulwark to all these plans, Kenyan embassies abroad are facing an overhaul that will see an increased focus on the economy as opposed to politics and culture. Currently, the ministry is training foreign service appointees in business and economics. “We need to rationalise and make our embassies more effective, efficient but lean. We want to break away from the past and structure our embassies in such a way that they become a sales force for our businesses,” said the permanent secretary. The Somaliland office is not a consulate and it does not come under Mogadishu its its separate mission similar what the Ethiopians have in Hargeysa. There is no point of having a consulate it serves no interest for SL

The kenyans want to remain politically correct and there is nothing wrong with that. But their office is a diplomatic one and will have contact with Nairobi that is the main important thing. Waxad adigu wadnahaaga ka jeceshay adeer adiga hakugu eekato
