You cannot cry Somalilanders away , stop being so emotional. Puntland is doing good compared to the rest of Somalia but it has a low capacity of revenues due to that puntland has no credible Business revenues , and Bosaaso port is also very small in its capacity, allot of remittance reaches Puntland. What puntland needs is the piracy to be back that was how Puntland was getting the funds it used receive a nice commission, while receiving at the same time aid from the Europeans. That would mean with 5% nominal tax rate you wld its need the equivalent of million livestock to go thru your port a month which i doubt is occuring since livestock industry is seasonal and livestock is the bulk of berbera trade. Puntland budget makes much more sense, 3 million a month, 12 months $40 million. With budgets you cant just claim figures, you need to show what caused the increase and balance sheets to prove where it spends to verify if its true or not. Interesting point DR Osman raised here, Somaliland budget cannot be verified? its based future revenue forecast, no problem here we need past years expenditure, anyone have access past years actual expanses?
