UNDP Job Posting signaling end of SL?

I may very well be misreading this job post. Though, I thought I'd share it anyway.

 

There is a UNDP job opening titled "DECENTRALIZATION CAMPAIGN CONSULTANT" based in Hargeisa. The objective of the job is to develop a "public awareness campaign in Somaliland and Puntland on the decentralization process."

 

 

Snippet of the UNDP Project Summary:

 

Building public awareness will be vital to helping to ensure that civil society and local administrations understand their roles and responsibilities for the parts they play in the decentralization process. This awareness will help infuse the decentralization process with social and political capital that is necessary for this process to be fully achieved. Clear messaging through various forms will need to be communicated to the general public, which informs them of their administration’s vision for decentralization, while outlining its intentions and decentralization roadmap.

Though under the project summary it also says "Through mostly verbal mediums of communication, all messaging in the campaign should align with the vision statement for decentralization in Somaliland, respectively."

There is something fishy to me about this job post. Is this the beginning of desensitization of federalism to SL citizens? The job post uses the term "'the' decentralization" process obviously alluding to federalism. Is this implying SL is soon to be a federal state?

There is nothing wrong with decentralized for Somaliland but since Somaliland population is smaller in number its not needed all the resources and to be controlled from hargeisa no one has a problem with that since reer Somaliland understand how to share the pie.

Haa lakin xaaji this job posting refers to "the" decentralization process, a reference to Somali federalism it seems. Rather than general decentralization under SL

This is a minor UNDP office its just for decentralization the UN office of Nickolas kay that works with the Somalia government has no office in Somaliland, the SL government refuse to host their office in Somaliland. This UNDP job might say Somalia, in name , but in reality they work under the Ministry of planning so there is little they can do, nothing to worry.

Clutching straws jumping on anything. UNsom is banned from somaliland any decentralisation of power is probably initiated to assist regional governments and city councilors.

 

No one can come to somaliland an talk about Somalia politics even the UN they will be deported
