Now remember that Puntland actually has some leverage over the Federal Government, and they are actually capable of protecting more than 2 blocks of territory without the aid of AMISOM forces. Unlike Somaliland and Somalia the world although not granting recognition always seperates the two entities and makes it clear they need to agree on something. Aid is seperate, relations are seperate even America has the dual track approach similir to Europe i.e. the Special status of Somaliland. But the pirates created their own jail in a desert wasteland with only 2.5 regions. Mugdisho no longer wants them politically and i dont see a time when they can actually return to mugdisho but as only second class citizens. Abdi cawar for that reason made peace with mugdisho government but still no real incentive. from a government fighting for its own survival. Difficult situation indeed.
