Mooge Posted February 2, 2014 well, if they enter somaliland without letting the goverment know, they are looking for trouble. we all know Federal officials cannot enter Puntland if they don't get permission from Garowe so it is the same thing. they violated Somaliland local law which is to get permission to enter Hargeisa. the permission can easily be given and it doesn't have to be sneaking into city. you could be a terrorist.
