Beesha has lived in the shabelle hoose region for hundreds of years and nobody can't deny that , i can even find sources saying it was H-block capital hundreds of years ago lol,however its a shared region with many native clans. The wisest thing is to let shabelle hoose be part of Banaadir state since it was part of the greater Banaadir historically.

I do not mind them building regional government, but I am afraid they may put the Somali State issue in the back burner. Of course they produced warlords and others who were obstacles for peace, but it could be said the people of that region were vanguard of Somali sovereignty.
