Gar_maqaate Posted December 3, 2013 Naxar, you're right our political system does incentives this sort of thing but i also think our fixation with causes of these petty conflicts distract us from where the really faults are within the system. For me, the post for the Speaker of Parliament is central to the development of a mature and a proper form of Government. It 's post which is arguably more powerful and influential than the prime ministry. The Speaker is the chief officer and highest authority in parliament and if he remains politically impartial at all times, like he should, then we would have a fit and proper parliament that could hold the executive branch accountable. If we had a politically impartial Speaker who followed the parliamentary procedures, it would also deter the executive and perhaps minimums conflicts. At the moment we have a Speaker who is not political impartial, a speaker who has complete political immunity and a Speaker who manages parliamentary affairs like school headmaster. His last performance on the Saacid affair was disgrace that reduced the whole process to a farce, It was like he was a co-sponsor of the motion. When Saacid asked to appear before parliament to defend his record and his government, Mr Jawari abdicated his responsibility by cowardly calling for vote of hands, knowing fully that the MPs would reject the request.He denied Saacid his rights, denied parliament their right to hear from the PM and he ultimately denied their Somali people the right to be informed. He then amazingly he calls for a debate and allocates 3 minutes to each MP ( speed dates last longer than that) and then he seats there for 2 days listening to the "debate"(80 MPs reading 3 minutes speeches), before telling us what we already knew. If Pirates ban Cullusow from Puntland like they did with Sharif, unlike Sharif who begged them, Cullusow Dayniile uma dhafayo. The money is in Xamar, Turks are in Xamar, construction is in Xamar, Dekadi ba shiidan and Bosaaso is almost dry, the airport line ba lagu jira...only problem with Mogadishu is security and HAGs have no imaan. They never say alhamdulilah, mar kastaba mel bay ka cabadayaan, you will see them sitting on 20+ properties oo hadana leh caayr aan nahaaye ayuuto ayuuto.. The only way to weaken HAG is Ali Mahdi vs Aideed and today that's not the case with Cullusow. By blood he is Ali Mahdi and by policy he is Aideed. They found somewhat a harmony, an equilibrium. In conclusion, naming Fowzia the Premiere of Konfuria Democratic Republic means: President = HAG (Cullusow crew) PM = HAG (Galmudug crew) HAG area of focus is the green, The Konfuria Democratic Republic (KDR). As far as their elites are concerned, the rest are irrelevant. For example, they pledged $1m for the cyclone disaster in the far east in Puntland, until now nothing. Kaluun Posted December 4, 2013 Xaaji, You are right they do not control all the green area and I haven't indicated that. I used the term; 'area of interest'. Now days the Mogadishawis dnt really care anything north of Baraxleey. As for Gedo, they plan to add half of Gedo to Jubbaland and the rest to Southwest (RRA) State. That's the long term plan and the idea is to keep Baydhabo and Kismayo happy and more relevant than Gedo and Garowe. Baydhabo will not accept Southwest State without Gedo and likewise Jubbaland wants Gedo so HAG have no choice but to put Gedo on the low list in terms of PM and leadership roles. If they going to resolve Gedo issue they going to need keeping Gedo weak and dividing it between Kismayo and Baydhabo. Today Baydhabo is both more relevant and influential than Gedo.
