The article I linked to above from the Washington Post (also the New York Times) gives a good explanation, but both -- Congressional Republicans refused to pass the budget without provisions to delay/defund Obamacare, Harry Reid and Obama told them to f*ck off, and government gets shut down because Congress can't reach an agreement.
