these clan conferences will be demise of the SL Republic. they're not very transparent, you know.

 

they ought to be organised under the watchful eye of a newly created ministry called Wasaarada Hawlaha Guud ee Beelaha iyo Arrimaha Baahweynta Shacabka. in Turkey, the Directorate of Religious Affairs ensures Islam is strictly monitored.

 

as the Director General of the ministry, i'd ensure all clan meetings are subjected to a list of stringent conditions including but not limited to...

 

1. agendas of clan gatherings must be submitted to a committee and permission must be granted (10 members of the same clan will NOT be allowed to meet. the Counter-Tribal Response Unit will be deployed and disrupt such meetings).

 

2. all Caqils, Chief Caqils and Suldans must disclose all tribal secrets. they must also submit their clan population figures on a bi-yearly basis. must also register internal clan hagbad/ayuuto financial schemes.

 

3. the promotion of clannish agendas through the production of any materials deemed anti-establishment will be dealt with HARSHLY and offenders sentenced.

 

4. a communique must be published of all meetings outlining key outcomes.

 

5. a regulatory framework established to build the capacity of clans to endorse the establishments agenda.

 

6. strict financial regulations measures against philantribal / Qurbo-Joogian contributions in the form of endowments, internal-intra-clan reconstruction efforts, tribal scholarships, discriminatory nepotism policies and other related forms of support deemed to benefit the collective will of a particular clan.

 

7. all land is owned by the government. populations will be mixed, forced to inter-marry, if necessary.

instead we have clandestine clan meetings where the Government is excluded. this is hardly surprising considering that the Kulmiye Regime also came to power after the Burco Conference in 2008/2009 for the B.H.

Clans should be watched as they are the main cause of ANY PROBLEM in Somalia. Whether it's piracy/shabab/war thug setc.

If you succeed in the above point, this will easily solve the puzzle of the past three decades...rigid census.
