Quite the opposite actually, neither got what they wanted nor the Somali people got what they wanted with this agreement. The communique makes it apparent that all contentious issues were avoided. Each region will get its own administration. Gedo, Middle and Lower Jubba will all have their own Governors and deal directly with the Federal Goverment. The income of the Port And Airport will be divided between the Federal Goverment, City of Kismayo and the 3 regions. Axmed Madobe is appointed as coordinator of the transitions of the Jubba regions.

 

Somalia will have a normal decentralized administration with three layers of government. Central, Regional and District level. There will be no 4th level of clan based Super States. This is a major win for Somalia.

Where do you get your news from again? All three governors shall be appointed by Ahmed Madoobe and they will all report to him. Just like the current Jubbaland(now Jubba) Constitution states.

You left out the part where the mighty Sierra Leone army comes in to carry out your dreams. Remember this Juba admin should have never been here according to yall secessionist boys let alone share a podium with President Hassan
