Somalia's National army

The government doesn't seem to be very serious about improving it's national army. Last I checked it had recruited former clan militas and made them what is now called the national army. There have been reports of looting, killings and very recently rapes done by those so called men. Heck even some pimped out Somali women to AMISON troops. I am really confused as to what exactly the government wants to accomplish.:confused:

As long there is no regular and continuous mushaar for those poorly trained, malnourished, undisciplined and jaad-addicted ciidamo, there won't be any national army to speak of.
