It has instead proposed that control of the two installations be negotiated between the federal government and leadership of the federal member states in line with the Somali constitution. Defence Principal Secretary Monicah Juma and her Foreign Affairs counterpart Karanja Kibicho told a news conference on Tuesday that this would avert a sense of discrimination and lack of equity in the regions. The two officials warned that attempts to circumvent this requirement would undermine the fragile peace, leading to “serious deterioration of the security situation.” The government officials said the decision had elicited “disturbing reactions and heightened tension within and outside Somalia.” The matter was brought up on Sunday by leaders of countries contributing troops to the African Union Mission in Somali at a meeting in Uganda. In a communiqué, the regional leaders resolved to end the long running dispute over control of the two facilities by handing over their control to the Somali federal government. The resolution followed a long-running dispute over the facilities between the Somalia government and Kenya Defence Forces. Carafaat Posted August 7, 2013 This is unacceptable! The Kenyan goverment is becoming ****! 1. Kenyan forces entered Somalia illegaly and un-invited. 2. Then the Kenyan illegal occupation forces where made part of Amisom . 3. On multiple occasion the Kenyans refused Somali goverment officials entry Kismayo. 4. The Kenyans chose sides between warring clan militias. And chasing one militia out of the city. 5. Kenyan previously refused to implement IGAD recommendations and cooperate with goverment officials. 6. Kenya hardly takes orders from AMISOM command(see IGAD mission report). 7. The Somali goverment protested on several occasions the Kenyan interverence in Somalia. The Federal Goverment should cut all ties with Kenya and give the Kenyans an ultimatum to leave the country. Miyir Posted August 7, 2013 Qoslaaye and gang got played again, he is out of his depth, they got what they wanted, Qoslaaye signed to their mission to keep AMISOM mission as its(cow cash) out of UN hands in return one paragraph that is almost impossible to implant with out troops on the ground. Carafaat Posted August 7, 2013 This isnt about Hassan Sheick, Jubbaland or HAG. This is about Kenyan acting like foreign enemy occupying force. And this is an embarrasement for every single Somali and humiliating to the Somali goverment. Back in 2007 we have protested the Ethiopian presence in Xamar, while they were invited by the Somali goverment and followed every single UN/AU recommendation. Kenya is showing its true colours as the biggest foreign enemy of the Somalis and the biggest profiteur of our misseries. It just seems like as one fire is put out, another one comes up. It's like Somalis could never get a break. There is always another crisis somewhere to be dealt with. What's the end game? All the Kampala communique did was to re-state what the Somali Constitution says about the Federal Governments authority over the Kismaayo Port and Airport. Like any other Port or airport outside Mogadishu its in the hands of not just Kenya(AMISOM) but also local players which the government has to reconcile with in-order to gain foothold as the Central authority in what is a fragmented country in dire need of reconciliation.Its naive to have thought the communique was a clearance for the Government to immediately take hold of the two facilities without engaging the local power. Its embarrassing that the Government needs to go to Kampala over a mere port and airport which like all other ports and airports will eventually come under the Federal authority as madoobe said " its not a foreign matter". Faafan Posted August 7, 2013 I would have supported this if it was directed at the entire country but the particular focus on Kismaayo goes to show the federal authority is conducting these maneuvers to sideline the local actors in this particular region. Kenya must remain balanced, it can't install the Government in Kismaayo and it can't push-out its allies in the south. So the only issue here is for the two to reconcile and move forward instead of summoning third world states to an internal Somali dispute, which it is essentially.the whole Kenya is occupying is baloney when its Somalis not getting along and African PK in between.
