Carafaat Posted July 11, 2013 I think it will by a Tie between these teams and this will mean a win for Somalia. They will need to compromise and agree on a strong, resourcefull and effective federal regions who will have some say in Somalias political affairs and a strong central goverment with the sole authority on some domestic and all external (foreign, trade, etc ) affairs and will act as the independent referee/authority in conflicts between and within a regions. Mugdisho is there's and they are majority across Somalia. Bay and bakool don't really care for federalism nether do the other tribes in Somalia. If Hassan sheick can work a miracle and become no longer dependent on au forces if he can create his federal regions and can hold any viable election in 2016 as his mandate says then a referendum on the constitution will be rejected.centralised rule from the centre will win. It's a big if. The juba issue showed hag the need for central rule and it has achieved the opposite Of what d block wanted which was promote central rule. If mugdisho continues to develop hag will have further leverage as garowe doesn't cut nothing with its 200 hundred thousand people. Majority rule is what hag is after and in the end they will get it. If they can remain united: continue to build mugdisho: continue to build the somali army which is a joke and has not liberated one village on their own. So as usual you spewing hogwash and catrabaqash. And for your information, federalism is not about anyone clan dominating another. It's about the decentralization of governance to the local levels where before everything was run out of Mogadishu, people now believe it is better for government to be closer to people through the regional and provincial level. Federalism is the only form of governance that will ensure that all Somalis get what is rightfully theirs, including the scornful habro of the marqaan enclave in the north of the country who have been going nuts over secession. In time 2016 and beyond federalism will be rejected. Genuine federalism would involve regions of mixed clans joining each other like the 6 regions of south Somalia.
