I know these guys are not saying they are a STATE, but still they cannot elect local leaders before the governor is put in place. So says the Government.

Ximan iyo Xeeb = Cadaado(one of the seven districts in Gobolka Galgaduud). I think PM Saacid has appointed a governor to GalGaduud when he visited the capital of that Gobol, Galgaduud. However Dhuuso Mareeb (another sub clan) doesn't talk to Cadaado.

No it's not. They do not fulfill the 2 state or more criteria, this is a little sub sub sub sub sub sub tribal state like Galmudug. It should unite with neighbouring sub sub sub sub sub sub tribal states, if they cannot unite, how can the country unite? kkkkkkkkk

I thought a state can only consist of two or more provinces. I don't think that this state holds the same importance so the SFG will not even acknowledge them, anyway congratulation to them, may they prosper and have great relations with their neighbours.

sxb Cadaado is more devoloped than Kismaayo so dont worry about walaalaha Galgaduud i suggest you focus on your own business Beledweyn and Cadaado which was small villages before the war is more outstanding today than Kismayo today thats embarassing ninyo
