The terrorists who killed Richard and Enid Eyeington are the same ones who attacked a GTZ vehicle between Berbera and Hargeisa killing Flora Cheruiyot, a Kenyan aid worker and injuring her German boyfriend Herald Hinkler. This is how it works in most cases, but for those who continue to pose threat to society like those crazy extremists who killed the aid workers, the courts keep them in jail and away from society.
