That's why I prefer a federal system, let federal states compete ( though I think they should compete in more worthwhile matters not presidential palaces) let them compete in infrastructure,education, safety and industry. You see this competition everyday here, between Somalilanders and other Somalis, between Puntlanders and other southerners.
