Gabbaldhac, What would be the outcome if Alta are kicked out and there's no administration to replace them? A vacuum.

Gabbal saaxiib the points you raised are valid but you do need united front force and political reconciliation and will to free AS of the region. Without those two things, it is a victory for AS. If anything, the reports out of afmadow today show AS is to be confronted and driven out.

N.O.R.F

A reasonable way forward proposed by the government. The federal state of Jubbaland is still on the cards but better to be patient and get things right (bottom up approach) now than be back tracking later on. Reconciliation is a good start.

^^Nothing is wrong with Mogadishu per se, but the agenda of the president to suck the oxygen out of the federal framework is non starter, especially when it is applied to a community that has shown a political maturity to overcome their long, and disastrous differences.

That is what is wrong, Ayoub. The PM is rightly or wrongly perceived as someone who has no a presentable vision for the country. President Hassan does. Unfortunately his vision is decidedly romantic of the old republic when Mohamed Siyad Barre was on the helm---he may not say that, but both in spirit and in practice what he is pushing in a very polite and gentle way. ..and it shall never be.

The good news in Kismayo is it is already a political fait accompli...and in that I would be surprised if some compromise is not reached that gives the men from Mogadishu a face saving way out of this political quagmire, and at the same time preserves the fruits of the four year effort to establish a federal state in Jubba region.

Baashi

Government wants to appoint a local government from the center. The constitution says otherwise. The locals want to determine their affairs. They want to choose their own government and leaders. AS presence in much of the South didn't prevent Somalis to bring about an end to the transitional government. If AS presence in the region serves as an obstacle to the state formation then one can flip the coin and use the same bogus reasoning to question the legitimacy of the SFG.

^^Baashi,

From what I heard the PM has ran out of ideas ...the locals have the upper hand politically. Today he will hold a press conference after touring city's infrastructures...

Wax heshiis u eg aan laga didin waa inuu sheegaa :)

Xiinoow if the good PM don't play ball when the night is still young and the moon is at ist zennith, he will regret it big time. Someone needs to remind him that his position is an appointed position that can be taken away anytime Hassan wants or Parliament tables a vote of no confidence. If he is cognizant about that side of the equation I don't see a reason he should insist on Mogadishu being the venue where the fate of Jubba is decided.

The PM will be staying in Kismaayo longer than assumed. These are the list of items he unfolded which his government wants to pursue:

1. Turn the current Jubbaland-building conference into a regional reconciliation conference for the people of the three regions

2. This conference will be presided over by the Federal Government which will grant legitimacy nationally and internationally

3. At which point all non-government and non-AMISOM names or factions will be laid disbanded and fully integrated (Ras Kamboni, Ahlu Sunnah, etc)

4.During which the Federal Govt will name a 6-month temporary administration for the regions while Al Shabaab is being removed from all areas of the territory

5. During these 6 months the government administration will have full control over revenue collecting sevices

6. After 6 months implementation of federalism will ensue and the people of the regions will be given all aid to realize this dream

We will see what the final outcome becomes.

These are reasonable points that will assure ownership by the people rather then Raskambooni militia headed by Axmed Madoobe crowning himself as the king of Jubbaland. Hope the goverment and locals succeeds establishing a regional admin in the region. inshallah kheyr

You would think so, Baashi. But we will see and wait. So far the two meetings did not go well. And he does not have all the time to stay here to hammer a deal.
