This is for you: the PM will fly back tomorrow with a simple communique stating something to the effect that the locals 'have stuck to thier guns with respect to continuing the four year process of establishing Jubbaland Federal State' and the SFG will work with the people of the regions to 'realize' their desires. In a nutshell, this is very much it. Details will come out soon insha Allah. As a sign of disapproval, he will not visit the University of Kismayo where the Conference is taking place

 

The Grand Kismayo Conference will continue and reopen tomorrow or day after. Kudos to the Kismayo team, they have presented a united front against the organized assault from Mogadishu

The Jubbaland state ministers will be appointed and then an all out war against Alshabaab compaign and then all regions toured.

Horta, after the delegates have read and hopefully understood the contents of the proposed constitution, will they be given an opportunity to amend or refuse some of the articles they might not agree with. Does anyone of you know how this process works? Must ratification first take place before any changes are made to the document?

Somalia: Jubaland conference continues with provisional constitution

KISMAYO, Somalia Apr 2 2013 (Garowe Online) – The Jubaland conference continued on Monday with the 400 plus delegates reviewing the provisional constitution, Garowe Online reports.

 

The draft constitution was presented to the 400 plus delegates and honorable guests who attended the convening of the Jubaland conference. In attendance guests included former Prime Minister Omar Abdirashid Ali who thanked the convention organizers for inviting him and was optimistic that the state building process would end in success.

 

The delegates were given some time to review the constitution and will return to raise the concerns. After the discussion process the 25 member technical committee will return with another draft that will be put to a vote.

 

The community led Jubaland process was delayed as Prime Minister Shirdon and Ministers from the Somali Federal Government (SFG) arrived in Kismayo last week.

 

Although the SFG disagreed with the Jubaland state process, the state building convention has continued to resume in the port city of Kismayo.
