Faray is right: he was the elected Governor and Mohamed Abdi Kalil was the Deputy Governor. When Shabaab took over the region, Faray fled to Nairobi while Kalil stayed and fought. After sometime he was asked to come back or risk impeachment. He did not so the people who elected him impeached him and gave Kalil the governorship. When the Kenyans took over Ceel-Waaq he came shortly afterward but found no one in the region who recognized his position.
