Somali Dastuur: PM does not have to be Muslim

The original intents of this discussion was not to discuss if a non-muslim should or should not be Prime Minister. Rather, what were the original intents/implications/agenda of making the distinction for the requirements of the President and Prime Minister-- The President MUST be muslim whereas the dastuur does not state this requirement for the Prime Minister.
