Its a debate about 6 region Koonfur Galbeed State vs 3 region Jubbaland State.

 

Arguments in favour of the 6 region State: Common culture and history, decades of victimization by previous goverments, majority inhabited by DM clan, the 6 region State is supported by the Somali goverment in Muqdisho while Jubbaland has the support of the Kenyan goverment, we are the righfull owners of the land, while settlers came resently and were settled by Kacaan regime, most settlers come from Ethiopia/Kenya, settlers have a violant culture of wanting to use force to claim land that is not theirs.

 

Arguments in favour of the 3 region Jubbaland State: We have the support of Puntland and we were ousted from Muqdisho and deserve our own State, we have military control over the 3 regions(with support from Kenyan military), we can use force while farmers dont have the same power.

In pre-independent Somalia, the region was called Alta Juba(Upper Jubba) and its capital was Baidoa. So even if Jubbaland is historicly justified, then its capital would clearly be Baidoa and DM would form by the biggest majority.
