Arms Embargo should only be Lifted When Government Creates Viable National Army, Recruited from All

The current government in Mogadishu is dominated by one of the contestants of the civil war and resides in and around Benadir province – a hometown of one of the major Somali clans. Since the government has limited influence to localities beyond Benadir, the only pool of recruits and former clan militia fit for military service available to government are from this area. The view of many Somali analysts is that lifting arms embargo at this time will disproportionally benefit former clan militia in Benadir province.

 

The political reality of the country being in this state of flux and mistrust among Somalis being as high as nineties it is incumbent on International Community to see the demands by the government in Mogadishu through these lenses.

 

The embargo must be lifted only, and only if, the government in Mogadishu agrees to create a viable, competent and inclusive national army recruited from all corners of the country. Government must first establish centers of training and military bases in strategically located areas throughout the country.

....Overwhelming majority of Somalis want to regain their sovereignty and see their government equipped with all the trappings of the sovereign state. All Somalis want to see Somali state that is secure within its borders and strong in the region. Few would object to the view that only the state (not unaccountable clan militia) should have the monopoly on force. What Somali people are opposed to is certifying one clan militia faction and bestowing them the honor of being called Somali National Army.

I don't think the issue should be the clan make up of the so called army, but rather that it is a militia. And if it is a militia, alongside others around the nation, one should consider that it will be easier to import arms across the spectrum and each claiming to represent the army, a couple of false documents and corrupted officials can make it happen.

Hasan has declared that he will no longer abid by the 4.5 formula. That's all fine and will unless that means that you mean every and all things will be filled by "your people". Overcoming past mistakes requires fairness 4.5 or no no 4.5. So far, this president has failed in this respect. In our eagerness to see Somalia stand on its feet, lets not forget the fairness that is required for this country to stand in its feet again. Injustice and unfairness is a bad start. Be it the formation of a national armed forces or political appointments. wish this president all the luck in the world but would still like to see him acting like a national leader rather the the governer of a region.

Like NN said , this is a legitimate issue and Somali people will continue to weigh in. It is not about xiinfaniin, ya gushuush. It is about Somalia.

 

As for Liqaye's new (new because he had a little more decorum than this before), open mo0ryaanism, and Irirsm nonsense that brought STOIC and co on board, that i say does nothing to change reality on the ground. Somalia needs to re institute its armed forces, it needs to build a cohesive national army. With Mogadishu as the current center of power, such all inclusive national army is not logistically, and politically possible. All the article suggested is the creation of bases and training centers with collaboration of current political stakeholders (i.e. Puntland, Somaliland, Khatumo, Galmadug, Jubba ...) . In other words, the wolf shouldn't be left to tend to the sheep again without safeguards and protection (and that is for my old friend Liqaye)

You are right 4.5 is over was this not the position of you meritorious puntlanders? I am glad that 4.5 in all goverment appointments is dead, even the federal parliament deleted this absurdity with the appointment of new parliamentary committees on the basis of merit and the knowledge of the member M.P's applying for the different committees, if 4.5 was used you would not have two women in cabinet or two so called minorities heading two important and powerful ministries, I shudder to think of a proffessional military promoting or dismissing on the basis not of the stand bys of a successful military but strict 4.5
