I see no way around this, either the loyalty to the clan or the armed forces, one of these two has to go, and since objects are easier to discard than ideas, the military instrument is a perfect candidate to let go away and the fact that at the moment we are fortunately at a stage where no strong national army exists will make the job much easier. They need to start now than by the year 2017 18 they wont have to be dependent on Amisom. import over 30 M103 Tanks American made. Couple of Apache AH1 fighter choppers you will think they are expensive but he Saudis have dozens of them they wont mind giving them to Somalia, and about 10 Su-37 fighter jets Russian Made. if Somalia tries to purchase those they are good and secure.
