President Hassan federal states structure will be decided by Parliament

Recommended Posts

The President made clear on how he views the federal states he assured that the Parliament will make the final decision regarding how the structure and federal states will be eventually. The decision lies with in the parliament and 2 weeks ago who remembers the interior Minister was given the executive power to form the federal states. He doesn't recognize any federal states right now that's what he said he also said he will work with the existing administrations.

On Somaliland he said that he will continue to hold talks with Somaliland he doesn't believe in a forced union he also said that Somaliland statehood is an aspiration of the people no official ever uttered those words before from Mogadishu , eventhough he wants a union but not at all cost. wonderful

The President is alluding to rules, regulations, delineation of powers, checks and balances, etc in the relationship between Federal Government and federal states. The President is not saying and nor can say (I have watched him say this) that the federal states to be will be designed by the federal government. Ultimately, and he had said this a number of times, locals will form the federal states they desire but following agreed up and universal way of doing this through Parliament's enactions.

The president didn't say the government will form those federal states obviously the people have an input but the structure how it will be designed will be decided by the Parliament eventually in the finer details. The goverment is fully involved though it will be coordinating those states and facilitate state building. In the next coming months we will see how it will go so far Hassan has shown real leadership he clearly knows what directions he's heading.

Xaaji-

The President and many in the government are championing a one way to do this kind of process, but the President personally is very sensitive to being branded with tribal stigmas and factional dissatisfaction which is why he does not want to intrude on locals' desire to join with themselves if they wish. I have it on a personal note the President having said to a close advisor "the world is mostly involved today because of terrorism and piracy but even before that there was no state." He is a man who understands the responsibility before him and knows the elephant in th room was and will be tribal division. He can't risk adding to that because it will be his own failure.

Gabbal agreed he also is very cautious when talking about federalism he knows how sensitive subject it is among Somalis. And he wants to do the right thing and not anger segments of the Somali population. I think he first wants to liberate the entire south central Somalia from shabaab and than let the members of parliament and the respectable constituencies communities organize their conferences. With the assistance of the goverment where needed.

You hit the nail Xaaji. Ironically his position is criticized by extremes on all sides: for example those who really want a central government ruling from Mogadishu as in the past and those who mistake federal states for autonomous states sometimes co-equal with the Federal government. This government has its work cut out for it. God speed.

Thank you Gabbal for speaking some sense. Some people here just want to twist words to cause controversy.
