They will be part of a state in those regions perhaps they will get their representation in time. But they cant be part of a state controlled from Jawhar its not feasible practically.Or else the Habar ganster clan cannot have a state of their own. They already have half of mudug they need galguduud and perhaps Hiiraan can join 2 than they re complete. Or they have to ditch Hiiraan Kick Puntland out of north Mudug and form a galguduud mudug state.

That means HAG doesn't really want federal states to be established so Puntland Bay and Bakool and Jubbaland will have federal states and HAG territories not how does that work.

So, this initiative to form a clan "State" includes Gedo and Jubada Dhexe. Clearly that would make forming Jubbaland quite challenging. Or maybe even make federalism impossible.
