I think its based on the amount of news articles a person posts, which draws in search-engine spiders and non-SOL members.

 

Somalina is a good example, she updated the forum with a lot of articles and had the most popular topics on SOL, which is why her visitor count is still higher than all of the posters in this topic combined, and this many months after her unfortunate banning.
