Carafaat Posted December 10, 2012 Somaliland: NEC Announces Votes Recount in Hargeisa The National Electoral Commission has decided reviewing the controversial Hargeisa election results which has prompted an outcry from the public. The Chairperson of NEC Mr. Esse Yusuf Mohamed (Hamari) speaking to reporters said the commission has temporary dismissed the Hargeisa Election Results after consulting with the concerned political organization’s in order to review the vote counting process. The Commissioner said “The National Electoral Commission Headquarters has today decided to review results from a couple of districts in Hargeisa of Maroodi Jeeh region in order to satisfy the discontent candidate’s from the various political parties and also to defuse tensions in order to avert the cycle of violence the capital has seen in the past two days. Mr. Hamari added the commission has agreed with all political parties that only the Electoral results from a couple of districts in Hargeisa shall be reviewed ,” although I believe that not much will change from the second counting of the ballot boxes, we are doing this to satisfy the dissatisfied parties. The Decision to repeat the vote counting by NEC was prompted by the condemnation of the code of conduct of the electoral commission by the public. Dirye I have being reading some writings about Somaliland recent elections by Somaliland authors, some titles were funny “beware the world is watching us” and etc, the title is not just insincere, but tries to fool the world at the large! On the other hand, the title is sending wrong message to voters to sheepishly obey to and accept whatsoever the outcome of the elections is. Absurd! My question is this: are we holding elections for the sake of recognition—and forgetting about democracy once recognition is attained— and baptistery for the world‘s most wanted guys in the government or even more dangerous ends in mind or for the sake of a fair representation of our people or what? This election, international election observers were misused of their presence, and no need to go back to Somaliland to any elections in the future unless new setup put in place. as the people are obsessed with recognition over the last twenty years, the presence of foreign is indirectly intimidation to illiterate people “do not ask your rights as that may make the international election observers misconstrue your speech as anti-western sentiments and eventually undermine our much-sought goal of recognition”, many innocent folks took that statement for its face value, of course, people like their country to go independent and thus compromise whatsoever could have negative impact on the goal. Some dishonestly writers like the above are in line to keep people silent even if their basic rights are infringed! More than rigged election widely documented by observers had happened, and yet people were programmed to fear from the international election observers to pretend to be satisfied with the results! Fake, transient democracy has born. In pre-independence ere, Somalia had no knowledge of statehood and modern governance; people were enthusiastic to get independence without taking to build sustainable system carefully into account, then, everything from judiciary to executive branch was hastily established in wrong way, therefore; not more than 20 years, Somalia soon fell apart. In case of our tiny country, you do not need to remain passive when fundamentals of our country’s foundation, the democracy and freedom are violated, “little illegal She-Camel doesn’t beget legal one” as Somali proverb says. Likewise, unlawfully founded system doesn’t beget lawful one, too, if the system become wrongly based today, it’s hard to fix it up in the future. The expectation of better future if the trend remains so makes you look fool. “You’ve made your bed and must lay on it”. The international elections observers are part of sound democracies anywhere in the world and I’ve no objection to their coming to our soil, but the misuse of foreign observers without their knowledge is out of the question. Silanyo’s government has abused the observers’ arrival. Helping two pro-government parties Kulmiye and Wadani plus the funny party of UCID of publicity stunt to win in the municipal elections with number one and with seven candidates in all regions, and number two respectively . it’s reminds me of Nigerian dictator whom came under mounting pressure to democratize the country, Ibrahim Babangida responded to form three or more bogus parties all acting as opposition to maintain his oppressive regime by other means. He upset his citizens and the world. The president Silanyo is addicted to tribalism and cronyism, incurable illnesses. Abdirasaq Omani, the poor layman contractor of multi-million dollar project of Egal international Airport, a close relative of him (sub-clan f Adan Madoobe), has disappointed us all very much and dimmed the view of democracy of many people. Many analysts advised the current government not to hold any more elections because of its inability to do so. The president decided to cling to power. So the government is not jus less prepared but also totally unprepared to hold elections. The president’s silence on troublesome elections despite the loss of human lives is strong indication of growing conspiracy. A rumor of waving national blue flag of Somalia in the riots that followed the declaration of biased results to mislead and divide the public into pro-Somaliland demonstrators and Somalia is a novel cheap scare tactic devised by the president himself, only cool dorks would buy. However; if he wants to take Somaliland into Somalia, he should have done years ago when Tuur, the late founder of this country changed his mind to rule Somalia but earned only disgrace and infamy. Like Tuur. Only Silanyo will go to Somalia, but Somaliland will stay here forever. When Egal has died, Somaliland proved to be sustainable institution and I don’t think our elected government would be hidden branch of and be run like Dahab Shii enterprise despite its claims of funding long journey to power. Somalilanders should not repeat the meaningless, costly elections. The people has learnt holding elections under murky government is not always necessarily a positive development. No to degradation of man. No to exploitation of man. No to the butchery of what of is most human in man: Freedom. Frantz Fanon, Black Skin, White Masks. It is no use telling the current Somaliland politicians to go to hell. They are trying to build it for us now. Somaliland, although internationally unrecognized by the community of nations, has been called the small oasis in Africa and the beacon of peace amid a sea of turmoil and chaos in the region. But with one fatal blow, disguised as the democratic municipal elections, this seems to be as gone with the wind. What went wrong and why my dear leaders opted to instantly destroy and deliberately wreck what we have been painstakingly building for the last twenty years is mystery. Surprisingly the leadership, including the President, the chairman of the House of Elders (Guurti) and the Chairman of the Parliament) are intensely silent on what is happening and deliberately abdicated their responsibility of not speaking out and calming down the unbiased uprising of the youth and the calls for justice that is emanating from all the corners of the land. This indifference and muteness is a clear indication that the current leadership has failed to steer the country out of the election confusion and disarray; something they have deliberately planned and engineered. Good leadership is the foundation of justice and foresightedness. Instead our leaders have carried out celebrations of congratulating each other of the works well done by the inept and corrupt National Election Commission (NEC), the architect of the election fraud and the denial of the right to vote and counted. It fully represented and colluded with the interests of the failed ruling party. Each of us will remember what happened that day of November 28, 2012 and to whom it happened. That day the streets of Erigavo, Lughaya, Berbera, Badhan, Hudun, Dhahar and Burao have been dyed red with the blood of our brethren. The people of Somaliland today want democracy and liberation from the scourge of corruption, nepotism and from the uncaring leaders characterized by a complete disregard of the rule of law and the proper enactment of the constitution. The people want to survive. They want to have their rights respected. What wrong they did if they voted for the opposition parties? In the Municipal elections, the people of Somaliland have overwhelmingly voted for the parties of Ummada, Xaqsoor and Rays and the Government singlehandedly orchestrated the success of the indistinguishable parties of Wadani and Kulmiye, simply by stuffing the ballot boxes, buying votes, imprisoning opposition candidates, and ultimately wiping out data from the computer servers and telling the world that it was infected by a marvellous and intelligent virus that is very much acquainted with the votes of the competing parties. But it is a strenuous thing to comprehend and to implore against abuses of a power which originates from your country and from those we trusted to govern. History is the sole witness and the legacy of this Presidency will be remembered for ever of what they did and will remain disappointingly in our minds. It was a black November for our motherland and the arms which were bought by our money, to safeguard the country from foreign aggression, are being used to kill our poor people. Our distressed people are being shot at without mercy and with no justification while exercising their right to raise their objections in a peaceful demonstration. Twenty one years ago Somaliland was founded – at that time the entire land was on ruins and destruction. Consider the road from the time until today! Consider the wonders which have occurred about this sacred land of us. Remember the peaceful elections, the change of power from one entity to another; remember the referendum for the constitution and what achievements we partaken politically, economically and culturally. The passion for freedom in on the rise and in in the bold of the nation and the time has come when action rather than discourse is required. The enemy is within us and is led by selfish surrogates of the Presidency and mercenaries within. We must be clear about how we are going to eradicate this obnoxious malignant cancer and remain on the right course to further enhance prosperity and unchallenged democracy in the land. Together we are stronger and together we can find the right solutions for the sake of our survival. The current leadership is doomed to fail but it is not the end of violence; it is not the end of lawlessness; and it is not the end of disorder. We want to live together, want to improve the quality of life, and want justice for all of our brothers and sisters in Somaliland. Struggle this time is within and is the struggle for justice, the rule of law and development. We will not forget the harm of this institutionalized corruption and naked injustice to our country and those who inflicted it. We will not yield, we will not rest, and we will not relent in waging this struggle for freedom, democracy and security for the Somaliland people. We will meet this perpetuated violence with patient justice, assured of the rightness our cause and confident of the victories to come. Never again of war and destruction have been the corner stone of the prevailing stability and the resolve of the people. That is our motto and we will prevail. Today we are crushed by the sheer weight of a government led by greedy and self-centred masters of corruption. Their days are limited and their historical legacy is being painted in the walls of Hargeisa. Additionally the insane policies of the Government which have brought about an explosive situation in the country for this year have definitely scared away any meaningful investment from the Somaliland diaspora and subjected that living conditions of the population, already extremely difficult, are steadily worsening and becoming unbearable. The unemployment rate of the youth has sky-rocketed during the reign of the current Government and with no apparent intentions to redress it. This is a temporary setback of our destiny and our future is in our own hands. Let us defend it head-on and for the development of our land. Our will and resolve are being tested and challenged by a small inner circle group that remain aloof of the wishes of the people. Mr. President, enough is enough and the door is open to exit expeditiously and do the right thing. Otherwise, you will join the likes of Mubarak, Qadaafi and Assad. The hour is ticking and the choice is yours. One asks why this is happening and what the ultimate motive of the current leadership by engaging itself in this widespread vote rigging. The answer is undoubtedly clear and it was all about survival. They lost the confidence of the people; they have been awash with mega corruption scandals in all walks of life, naked nepotism and worst of all lack of vision and objectivity. What is their plan then that they have envisaged for their survival. The rejoinder has been delivered by the National Election Commission (NEC) to ignore the rights of the people, and to make sure that the twin parties (Kulmiye and Wadani) become the uncontested victorious. And so it is in their calculation to remain in power without the consent of the people. The plan is to retain the majority of all the mayors in the hands of the Kulmiye and Wadani local representatives; and thus prepare securing the majority seats of the upcoming parliamentary elections; and through this by guaranteeing the extension of the President’s term without any of the required election parameters for 2015. Contrary to their satanic plans, we will maintain defending our shared values and we will stand up with determination to Peace, stability and a determination to uphold our collective goal for sound, progressive and untainted democracy. We must not only be motivated to build a better Somaliland, we must know how to do it. We are united to defend the hard earned peace in our homeland. Sure “they” have miscalculated the will and resolve of the peace loving people of Somaliland.
