As for charcoal, it is very simple proposition: there are already burnt, ready-to-export charcoal in the tunes of $30 million. IGAD, on behalf of Kisamyo merchants, is proposing cashing this money since the burning has already taken place. It is a question of efficiency, and correct course of action. It is like this: if the post transitional president selected few months ago, is so fiercely opposed to the notion of federal states coming into being while in fact the very political framework his authority rests on is federalism, then the hopes of Somalis to move the country forward may be dashed---and sadly so.
