Good question, it seem to work in small towns where everyone knows everyone else, transfer it to a city of 2/3m and its shown to be what it is, an antiquated system not fit for a modern metropolis and or a modern nation.

Not neccessarily. It still works well in large northern Somali cities, where an aggressive colonial power and a debilitiating civil war have not eroded the cultural and social fabric of the society as they have in the south. Ppl need to realize that the south's problems are every much socio-cultural as they are politcal.

Wadani, it works in place where single clan reside, that is what holds SL or PL together!! The south is mosaic and that i's where the city of government was...a lot of killing and displacement had to occur to create clan hegemony....none of that happened in the north.
