The reason is getting traction and almost coming to fruition is because other major stakeholders are onboard ---in fact leading it. So think again...and have a little more decorum in painting Puntland the boogeyman in the formation of the new state in Kismayo. EDIT: NG, perhaps Somalia is turning a page , and other places where governance was not the norm are having birth pangs to adopt the change law and order brings .... In it's last statement by PL welcoming the new PM, it adviced the goverment on formation of Clan states for Juboonyinka and Bay and Bakool regions, but it wont give the same advice on behalf of Khatumo.....why? :confused: Now because of this flawed system we have Xiiman and Xeeb and Galmudug fighting over Hobyo.
