Oba, doorre ha noqonin. What does constitutionality got to do with a state wanting to issue ID cards to its residents? This is merely a precursory requirement to the desired implementation of a voter registration program, if all goes well.

Local elections take place nationally everywhere in world with national recognized parties. What faroole is doing, is not more than what Hargeysa does. Faroole is now confused and entertaining the putlanders with creation fake local identities, in order to show he is still in charge.
