At 15:35: Sharif Sheikh Ahmed is seen walking to his own caucus to reaffirm his commitment to caucus members. Also, reports show that Sharif is in fact handing out gifts, some call it the "little black box" formerly known as bribing the newly appointed parliamentarians... (he has a big grin on his face but says that its an Eid Gift) At 15:50: Sharif throws Leader Mahiga (his boss) a bone. Meet the men and women are are tasked with vetting the list of prospective parliamentarians as submitted by the group of elders. They are 27 strong team, made up of men and women alike. According to the UNDPOS:-United Nations Political Office for Somalia, the TSC's duties including the following but not limited to: vetting the lists of the Parliamentarians submitted by the Traditional Elders. According to the criteria, the lists should include 30% of women representation.The TSC is assisted in its work by two UNPOS non-voting members and seven international observers". They also vet for spoilers. Some are accusing the TSC of being spies for Mahiga. Leader Mahiga was seen shadowing their progress for nearly a week now. He told them to eat and sleep in the building. After weeks of tireless deliberations, the list of prospective Parliamentarians has advanced to the point where we passed the threshold of a functioning majority, allowing for Parliament to be convened tomorrow. More work remains until we reach the full number 275, but this surely is a landmark. Today, hundreds of Somalis congregated at the Civil Aviation Building at the Mogadishu airport where the registration is beginning, either to be registered themselves, or to accompany a future Parliamentarian. *All of them are excited in anticipation of better times ahead. For me, this is a moment to reflect on the remarkable courage of our Somali colleagues in the TSC who, without hesitation, came to the service of their country at this critical moment. They believe, despite the doubts of many observers in Somalia and abroad, that progress was possible; that this really is a turning point in Somalia’s history. Today proves their optimism justified. I was there when many of them received death threats by SMS, or received menacing phone calls, or were physically intimidated by those trying to influence the process, but they stood firm. They often disagreed with each other, argued vehemently in true Somali tradition, but in the end they came together to make recommendations for each* individual presented to them by the elders. Those recommendations were informed by extensive deliberations and consultations with the international observers in the committee, but since the only voting members in the committee are our Somali colleagues, this has truly and exclusively been a Somali owned process. I have been, and continue to be, proud of our Somali brothers and sisters in the TSC. Onwards to a new Parliament and a better Somalia! What Mahiga wants and what the rest of the organizers want are two different things. Some are reporting that Mahiga is behind closed doors working with the powers that be to go along with his plan. Because Mahiga has quorum, the new MPs will elect their leader to the lower house. But the election to nominate the president could be delayed for atleast a week or maybe two. Mahiga is livid but atleast he has reached some kind of compromise. Again, this is breaking news. Posted August 21, 2012 Leader Mahiga's Somber remarks Statement of the Special Representative of the Secretary-General on the New Federal Parliament (NFP) Mogadishu, 20 August 2012 – The Special Representative of the Secretary-General for Somalia, Dr. Augustine P. Mahiga, offers his warmest congratulations on the remarkable occasion of the inauguration of the new Somali Federal Parliament. He pays tribute to the hard work and dedication of the Traditional Elders for identifying the candidates, the Technical Selection Committee (TSC) for diligently vetting the candidates and to all the Somali people at this moment of hope, optimism and progress. The SRSG also commends the work of the international observers to the TSC for their determination and diligence in assisting the Committee in carrying out its functions. Some 215 of the total number of 275 Members of Parliament were sworn in, comfortably passing the benchmark of 185 which allows for the New Federal Parliament to convene with a functioning majority. The inauguration ceremony, held at the Mogadishu International Airport, was attended by the President, the Prime Minister and the current Speaker of Parliament. Mr. Mussa Hassan Abdulle, a former army general was appointed interim Speaker of the NFP. “This historic moment marks the long-awaited end of the transitional period in Somalia. The new MPs, selected after broad-based, grass roots consultations and representing all of Somalia’s clans, have been successfully screened against objective criteria and are now ready to start their important work,” SRSG Mahiga stated. Careful selection resulted in high number of university graduates, relevant professional experience and a significant number of women although, the agreed upon quota of 30% was not reached. “Today’s events are the culmination of over 12 months of arduous and contentious political negotiations and mark the beginning of the last phase of the transition which will be completed in the coming days with the appointment of a Speaker, Deputy Speaker and a President.” The SRSG also takes the opportunity to thank the international partners, including the US, the UK, the EU, Italy and Norway, who visited Mogadishu yesterday to express their solidarity and support at this pivotal moment in the Somali peace process. He recognizes and appreciates the attendance of the Mogadishu-based diplomatic community, mostly from the region, who also participated in the meeting. “Somalia has suffered through two decades of brutal civil war. Today’s swearing in of a new, more qualified legislature marks a turning point for the nation. The Somali people have met the key 20 August deadline of the Roadmap on ending the transitional period and showed their courage and determination in moving forward on the road to peace and stability,” SRSG Mahiga said.
