Tatu City, Kenya - Under Construction - $2.5 billion dollars

Major contracts cover initial construction works

The rumbling of bulldozers and trucks accompanied the pomp and colour that marked Tatu City’s first-phase launch ceremony, in mid-May. Against a backdrop dominated by heavy earthmoving equipment, Tatu City director Arnold Meyer, Narendra Hirani, a director at Gibb Africa, and Jatinder S. Mehta, managing director of SS Mehta and Sons, inked a multi-million-shilling deal covering the initial works on Africa’s model city of the future.

The ceremony, attended by high-flyers in the public and private sectors, was presided over by the Mugo Kibati, Director General of Kenya’s Vision 2030 initiative. Mr. Kibati hailed the project as an example of how public-private partnerships can transform Africa and address the country’s shortage of housing and infrastructure. “This [Tatu City] is a classic example of what needs to be done to make our country competitive in the global arena,” he said. “I also note that it is one of the largest foreign direct investments in Sub-Saharan Africa.”

Tatu City has been identified as a key flagship project under the social pillar of Vision 2030, which seeks to transform the country into a competitive, industrial economy over the next 18 years. Mr. Meyer thanked the Vision 2030 Delivery Board for its support for the Tatu City project, citing the decision to include it among the key flagship initiatives as “a major endorsement by the government.”

Gibb Africa and SS Mehta will be involved in the development of Tatu City Central, the project’s first construction phase, which secured approval by the National Environmental Management Authority in February of this year.

“Gibb and SS Mehta were awarded the tender after a rigorous tendering process,” said Mr. Meyer. “Gibb has been tasked with the detailed design and supervision of the enabling works contract. SS Mehta has been contracted to undertake the enabling works contract, which is the bulk earthworks for the road corridors within Tatu City Central.”

Gibb will also provide a detailed design for the main works, including roads and services reticulation. SS Mehta’s brief also includes site clearance within the first phase and the bulk earthworks for the main electrical intake station and sub-station serving Tatu City Central.

The agreements with Gibb and SS Mehta are worth hundreds of millions of Kenyan shillings, covering electrical and civil engineering works. The contract period for the enabling works runs from April to October 2012.

Tatu City is a mixed-use residential and commercial development that is expected to be home to 70,000 people and attract 30,000 visitors daily. Located off the Thika Superhighway, the development is a 30-minute drive from the capital, Nairobi.

We need to learn from the past and try to avoid concentrating the economy, public service and political and govermental institutions in one city.

Decentralizing or spreading institutions to a number of cities makes sense.
