For Somalia, what is needed is not an audit report or corruption charges for there is no independent government. What is needed, and needed badly, is a strategic framework to revive the state, rebuild its institutions and bring it back to normalcy. The Turks rattled things for Nairobi based NGOs ---those who underwrote the black-hole projects in the name of Somalia are getting back at Turkey very hard, indirectly of course.
