One needs to offer seperate platforms for the traditional and the governance based politics. Therefor I would suggest Muqdisho as the Capital of Somalia where the Parliament is settled. And Garowe as the traditional, ceremonial and cultural Capital of Somalia. Where the Somali wide Guurti is based and traditional elders from all over Somalia come together to resolve things, give guidance, advice the people and the State. Each year traditional elders could elect a Somali King of Kings or the Highest Ceremonial elder or Head of State of Somalia. Who functions as the tradtionally Uniting Ceremonial leader of the Somali People and the Country. I am serieuz about this idea. We need a Uniting(non political) platform as Somali people(incl Somali from other countries). And what could better unite then a non-political platform and a wise traditional elder.
