Somali Clerics, Scholars: " Somali Culama and Somalia People In General Are Not Consulted in Drafting Constitution"

 

MOGADISHU: a well-organized meeting held in Mogadishu with officials from cleric’s council of Somalia, scholars, elders and honorable members of the parliament, said the recently concluded constitution is not in line with Islamic values.

 

The head of the cleric’s council of Somalia Sheik Bashir Ahmed Salad who talked at the meeting expressed his view on the much funded draft constitution that was recently announced its conclusion completely by Somalia PM.

 

“The constitution writing process did not follow Somalia’s interest due process and it did not involve different sections of the community. The process was spearheaded by foreign organizations and individuals who were also the financiers, not Somali people,” he added.

 

Also the other dignitaries, including scholars, University students and women at the gathering unanimously opposed the draft constitution, saying Somali people living all over the world were not consulted during the drafting of the constitution that is finally announced over by the government of Somalia.

 

Recent days, there are alarming increase of debates on the constitution after Somalia’s Transitional Federal Government announced it concluded the drafting of the constitution, the clerics council of Somalia said there are clauses in the constitution that is not in line with the Islamic principles.

The 1960 Constitution forms the basis for highly centralized government. Somalia needs devolved Government where Mogadishu doesn't control everything or appoint every official. For the citizenship, Somalia will eventually need immigrants if we are to rebuild the country. We simply don't have the capacity since we lack the know-how.

Good thing from the UN/IGAD. These so called odayaal need to understand that this constitution is transitional until the Somali people votes for it. I have read the thing myself and a lot of people need to read it too before opposing it. Many

People have as much right to reject the draft constitution as they have to accept it. Labeling them spoilers can be seen as having something to hide or wanting to push through something many don't agree with. Considering it has been drafted by others I would bet it's leaning in their favour. Just look at the supposed immigration issue.

 

A discussion on the draft constitution would be good rather than labeling those who disagree as spoilers.

I too don't agree with the immigration clause. With there being 40 million Kenyans and 80 million Ethiopians across the border and only ~10 million of us, we could potentially become a minority in our own country.

 

Also, we should forget about federalism and adopt a decentralized unitary state giving more powers to the 17+/- regions.

Why is there such a fuss about rejection and spoilers? There will be a vote by the Isimida coming to Mog - presumably they represent their clans. If they find the constitution not to their liking they can have their say then. All that is needed is a clear draft of the constitution and those opposing to state what articles they are opposing and how they would change it. It's time to attempt for a constructive way forward rather than this.

AS is convenient scapegoat. It won't come under one authority while Prime Minister and President are undercutting each other and any Oday can derail every process by simply opposing everything.

 

Norf....This is provincial constitution that can be written or completely rejected in 4 yrs time. The issue of citizenship is one that needs to be addressed. This document will be catalyst towards that discussion.
