Why not just say it should be amended like a sensible logical person? I am truly saddened that this is what we are dealing with in the year 2012. Thats exactly what mini-states is; or the beginning of it,, call it federal or what you want, it creates basis for future seperation into ministates. I agree that every state in the world has flag but the big diffference is that somalis will claim this flag to a clan,(i.e) clan flags.
