This could mean anyone, how did he logically come up with that figure? The 7 years Puntland didn't exist, and the 4 years it spend in Mogadishu is exactly the average number of those you gave.

 

 

Yet, Puntland manages to be more powerful than in its 13 years of existence while wasting money in Mogadishu compared to the secessionists which can't even get the fundamental thing right; secession.

Malawi which can't afford to import gasoline has a budget of 2 BILLION and you claim to be a country, while we claim to be part of one of the poorest countries in the world.

Wiilcusub...How can you compare a country to dry region of country in the midst of prolonged civil? You are comparing apples to oranges.

 

Correction....Somaliland does get AID. Apart from private enterprise and diasporo, overwhelming development projects are financed by International Community.
