Why is Puntland threatening with Secession?

Article 3 states,

 

Pending the completion of the Federal Constitution approved by a popular referendum, Puntland State shall have the status of an independent States.

I read this as encouraging the completion of the Federal constitution and creation of viable Federal States in other parts of Somalia. As you can see it's clear that it states clearly pending the completion therefore once that process is completed Puntland is not going to act as anything other than a Federal State within the Republic of Somalia.

I asked why Puntland was threating with secession in its constitution. You answered that your sub-clan wants

To enforce Federalism on Somalia, and as a form of "encouragement" it threatens with secession.

Carafaat..sheekada nagadaa.No one in Puntland wants or would allow secession. If you have issue with particular articles of the Constitution, say so. Besides, Puntland said any state constitution will have to be harmonized with the Federal Constitution.

PL is not threatening anyone, rather clearly stating that if somalia does not get her act together, than PL is free to rule and define her destiny.

Once the process is completed? Lets talk about the current time, its not completed yet right? How is that article supposed to be read in the context of this current time?
